Simple usage rules

Only customer-code execution is billable. Failed admission and failed provisioning before customer code starts are not billed.

There are no recurring free minutes. OpenRunners may offer discretionary one-time access credits, but they are not an entitlement.

Public network egress, cache, artifact storage, static egress IPs, and private networking are charged only when their meters and published rates ship.

Access is invite-only.

Admission is manual for trusted GitHub repositories while live reliability and cost evidence accumulates. Published launch rates are the commercial target; no charge begins without explicit enrollment.
